Introduction: There are two houses of our bicameral Congress. They are the Senate and The House of representatives. The structure of the Senate in many ways is close to the one, which exists in the House of Representatives. It also includes such structural elements, as leaders of majority and minorities, political committees and conferences of the parties. The functions of the both houses of Congress are very similar and the main differences concerns basically the election of the leaders of the majority and the organization of the political committees of the parties.

The chairman of house of representative is a speaker. It is elected at the beginning of the first session of congress from the majority party though formally the whole chamber participates in its elections. He directs the course of the functioning of the chamber and enforces stated procedural rules. The executives work under the guidance of the Speaker. The chairman of the Senate is the vice president, according to the Constitution. He may lead the meetings of the chamber, however, is has no right of voice and the only time he votes is when the voices of the senators are equally divided. In practice the vice president uses this given right very seldom. In reality, his functions are executed by the temporary chairman (chairman pro tempore), elected by Senate for time of absence of the vice president. The Supreme Court deals with all the cases connected with ambassadors and others federal ministers and consuls; sea jurisdiction; judicial disputes with the USA on one of the sides; the judicial disputes between two or more states; between states and people from different states and so on. As soon as the case gets to the Supreme Court of the United States certain procedural rules come to the fulfillment. If the case if not viewed by one judge personally, a members of the board of attorneys is to emerge in front the court. Six members of the S.C. form quorum and they form the decision with the judge.The committee system of the Congress consists of the constant committees of the chambers, united committees, investigative committees, special and conciliation committees. The House of Representatives has 22, and Senate - 16 constant committees. For example the main constant committees for the both chambers are: committee on Rules, committee of Finance, on Bills in the Third Reading, on Agriculture and so on. The constant committees are very powerful in the field they work. For example the committee on Rules gives the opportunity to influence the federal administration of the states. Each chamber chooses its own way to form the investigative and special committees. Their goal is the investigation or study of some questions, mainly social problems and offences in the activity of governmental members, public organizations and congressmen.

Conclusion: From my point of view movie stars, athletes are not fully qualified to serve as public officials, because they may be often mainly elected because of their popularity. Many may be under the influence of their affection when they think about the real qualities of these people. They may attribute them traits that they hardly posses, therefore may think they are eligible for the position. Plus there always be images people are going to put on them (images of Terminator for example).If it comes to a small town I think the situation is the same. Everything has its place.
