The high-quality medical care is possible only under the condition of concentrating all the changes and founds in the hospital itself, otherwise neither the hospitals, nor the clinics will improve the financial status. As the data presented by Russell was not evident enough to prove the necessity to have a networks of clinics. Therefore Reid needs to concentrate the possible savings into the improvement of the Black Memorial Hospitals and eliminate all the referrals, which exist without any real need. It is better to create one hospital with good performance than to lavish all the funding and to know that people still do not get medical aid.
